Parliamentary Procedure: The Union Parliament functions as
per rules laid down by the Constitution.
Sessions of Parliament:
- The Parliament must meet at least twice a year.
- There must not be an interval of more than six months between the two sessions.
- The President addresses both Houses of Parliament assembled together at the commencement of the first session of each year. Within a session there are a number of daily"sittings" separated by"adjournments" which postpone the business for a specified time, may be hours, days or weeks.
The sittings of the House may be terminated in any of the following manner :
(i) Dissolution (ii) Prorogation or
(iii) Adjournment
Oath:
The elected members take a
solemn oath before taking part in the proceedings of the House upholding the
sovereignty and integrity of India.
Question Hour : The first hour of
each sitting is devoted to questions and interpellations. This is the most
interesting part of the day's proceedings.
Usually the questions are sent many
days in advance to enable the Minister to collect the required information and
be ready to answer them.
In this way members seek information and draw
attention of the House to the grievances of the public.
It is left to the
Speaker to decide whether a particular question is to be allowed or not.
After the question hour, the regular
business of the House starts.
It may include adjournment motions, motions for
discussion, no- confidence motions, legislative business, financial business,
statements on policy made by Ministers from time to time and laying of papers
and documents on the table of the House.
Adjournment Motions: The
object of an adjournment motions is to draw the attention of the House to
matters of public importance. The Speaker may or may not admit it, depending on
the importance of the motions. If he admits it, the government will be called
upon to explain to the House its position.
No-Confidence or Censure Motions:
A census or no-confidence motion is an expression of want of confidence in the
Ministry. When such a motion is passed the Ministry has to resign. Permission
to move such a motion is given only if at least 50 members in the House rise in
support of it. A closure motion is moved when it is intended to stop further
discussion on matter before the House.
