MID DAY MEAL SCHEME IN ANDHRA PRADESH

Introduction:
The   Government   of   Andhra   Pradesh   introduced   the   Mid   Day   Meal Programme in 1982 experimentally in all the Abhyudaya Pradhamika Patasalalu (Model  Schools). Due  to  certain  constraints  like  inadequate  finances,  this programme could not be sustained.
•    Government of India launched the Scheme again in January, 2003 for the children studying in Primary Schools (Classes I to V)
•    Extended to the children studying in Upper Primary Schools (Classes VI to VIII) in October, 2008
•    Extended to the children studying in High Schools (Classes IX & X) also in October, 2008 with 100% state funds
•    Further extended to the children studying in Special Schools under NCLP from the academic year of 2010-11

OBJECTIVES

  • To increase school enrolment
  • To increase school attendance
  • To reduce gender gap
  •  To foster social equality
  •  To address malnutrition
  • To promote community participation
  • Women empowerment

Working Days: No. of working days for Primary, Upper Primary and High Schools is around 220 days

Menu : Menu is flexible, with cooked rice, dal and vegetables, sambar, “Pulihora” being generally the main menu, with egg twice a week and banana to students who do not eat eggs.

MANAGEMENT of Mid Day Meal Scheme AT SCHOOL LEVEL
Head Master:
  • Certifies attendance of students.
  • Supervises quality of food
  • Ensures Hygienic conditions
 Teachers:
  •  Inculcate good habits
  • Hygiene of students
  • Taste the Food before serving
Mothers:
  • Observe cleanliness of vessels, Kitchen shed, Process of Cooking, verify Serving Egg / Banana twice in a week. 
Community:
  • Supervision of Cooking
  • Observation of cleanliness and nutritional values.
  • Food norms / menu implementation.
Supply of food grains:
Under this Scheme, the food grains are supplied by Government of India, free of cost, through the Food Corporation of India.  From 01/04/2010 onwards the issue  of  food  grains  has  been  decentralized  by  Government  of  India  in  their Lr.No.F.1-15/2009-Desk   (MDM),  dated  10.02.2010.     The  District   Educational Officers are nominated as Nodal Officers at District level to execute all the issues pertaining to procurement, lifting, quality of food grains, payment of cost of food grains and submission of monthly reports.

Introduction of Millets – Pilot programme was launched in Mahabubnagar district on 26/01/2013 introducing Jowar in Mid Day Meal Scheme, weekly once.

Targets for inspecting officials: Instructions were issued to all the RJDSEs and DEOs in the State to inspect the schools as follows:
  • RJDSE  - 5% in each category per month
  • DEO -10% in each category per month
  • Dy.EO/MEO - 30% in each category per month 


Jawahar Bala Arogya Raksha: A School Health Programme called “Jawahar Bala Arogya Raksha” (JBAR) is introduced in Andhra Pradesh in convergence with SSA and Health Department to cover all children in Government, Local body and Govt. Aided Schools / Hostels from Classes I to X from the year 2011-12.   The following are the components of Health services covered under the Programme:
  •  Screening, Health care and referral
  • Immunization
  • Micronutrient (Vitamin A and Iron Folic Acid) management
  •  De-worming
  • Health promoting schools

"Jawahar  Bala Arogya  Raksha”  has issued  “School  Health  cum Education Records”  (SHERs)  to  all  schools  which  are  being  maintained,  updated  and monitored, jointly, by both Education and Health Department personnel.

DRISHTI:  Under the School Health Programme, Rajiv Vidya Mission is taking up “Eye checkup” for the students.  As on 29/10/2012, 1579 Students were identified with vision problems and treated.

Social Audit: In the working group report for the 12th plan, the MHRD proposed to takeup Social Audit in MDM Scheme in AP on a Pilot basis in 2 districts i.e., Khammam and Chittoor district by SSAAT.


Green Channel Scheme:  The  Govt.  of  A.P.  have  introduced  the  scheme  called  “Green  Channel Scheme” in G.O.Ms.No.147,  Finance (BG-1) Dept., dated:11/07/2011  for making available funds without any interruptions throughout the year for the programmes that extend direct benefit to the poorer sections of the population  relating to Agriculture, Rural Development, School Education, Medical and Health, Hostels run by Welfare Departments.
