Understanding Some Important Terms while preparing for Indian Constitution

Majority: Majority means one (or more) over half. Example:If there are 20 representatives, then 11 or more must agree in order to pass a law. The larger group of politicians is known as majority. The smaller group is known as minority. In a two-third majority, if there are 300 members then 200 and not 151 would be considered.

Resolution: Majority of the House expressing its opinion on a matter of public interest.

Dissolution: "Dissolution" means the end of the life of the House itself and calls for a fresh election.
"Prorogation" means termination of a session.

"Adjournment" postpones the further transaction of business for a few hours, days, or weeks.

Recess: The period between the prorogation of Parliament and its reassembly in a new session is termed "recess".

Quorum: A minimum number of members re­quired to be present to conduct a meeting.
Example:If the quorum has been fixed at 50% then if there are 100 representatives, then 50 must be present for the meeting to take place.

Veto : Having the authority or power to prevent or prohibit a proposed act.Example :The President has the power to reject a bill even if it has been approved by both the Houses.

Motion: Whenever a matter of urgent public inter­est is sought to be discussed in the House, it is called a motion. A motion can be of various kinds.

Motion of Thanks : The first session of every fiscal year is addressed by the President and the Governor, which is moved, debated and ap­proved.

Substantive Motion :It is an opinion of the House on a particular matter.

Motion of Impeachment:Here the Parliament moves a resolution to impeach a dignitary if he acts in violation of the Constitution.

No-Confidence Motion: It is a move in the Lok Sabha to express a lack of confidence in the Council of Ministers. If such a motion is passed, then the Ministry has to resign.

Budget: The budget is a financial statement show­ing the estimated income and expenditure of the ensuing year.
